Yes, but only to remove broken down vehicle from the place of brake down to the nearest exit. You are not allowed to tow a vehicle to a motorway.

how do you connect to a tow hitch?

If you mean a tow ball hitch you can’t. It’s made to conecters via the towing eyes which screw into the rear conection point and the same but on the front bombper, if it’s an older car it might have permanent towing point under the bumpers which it would still clip onto

The weight for this tow rope is published at 150gram. it is not. it is 1050gram

That probably is the right weight for the rope it,s self , the rope is not heavy but there are hooks on there also.didn't look at the weight , but it is strong enough to pull a car because i have used it for that.

Yes it's not the same as a rescue van towing system, need a person in the car being towed to steer/break,just as you would with a tow rope. This does bend very easily aswell, my bar bent on the first use ☹️
