Is this cruelty free?

No, it isn’t. Check up on Aveeno and you’ll see they use animal testing. And it is not marked anywhere on the bottle that this is cruelty free.

Does it remove waterproof mascara?

Not very likely. I use a separate eye-makeup remover for regular mascara, so this cleanser just removes leftovers from that process. I recommend Clinique Naturally Gentle Eye Makeup Remover. https://www.amazon.com/Clinique-Naturally-Gentle-Remover-Ounce/

Is it gentle enough to use on eyes/ eye make up?

I have MGD, Ocular Rosacea, and Seborrheic Dermatitis. So I'm in a constant battle to keep down flakes and keep my eyes clean without drying out too much or damaging my eyes. That said, I do use this cleanser on my eyelids and eyelashes. I try not to get it my eyes but it doesn't burn when I do. I use an eye cleanser pad when I just clean my eyes.
